Certification

Certification is activity of the third party, aimed at affirmation quality of products declared by a producer. Certification also facilitates procedure of products customs clearance and promotes its competitiveness. Certification can be obligatory and voluntarily.

Obligatory certification is confirmation by the authorized organ about goods' competence to requirements that are mentioned in normative documents which operate on territory of our state. Requirements in relation to providing people's safety and health, their property and environment, technical and informative compatibility and products interchangeability are usually obligatory and some other that are connected with the necessity of providing of united methods of control and marking. List of products which is subject to obligatory certification and also its parameters, indexes and descriptions, are determined in accordance with normative documents and legislation that operate in Ukraine.

Confidence in safety consumption appears at obligatory certification of goods for a producer and user.

Voluntarily certification is instituted on producers, suppliers and salespeople initiative, it is made with the purpose of confirmation its accordance not only to obligatory requirements but also advertised descriptions and indexes. The system of voluntarily certification is usually instituted for the increase of products demand due to information about high quality and safety of products, providing of higher mutual trust between suppliers and users, comprehensive facilities of users in the choice of products.

Working with voluntarily certification both the producer of products and users or trade enterprises have a right to choose any its scheme and also normative document. According to voluntarily certification a declarant determines requirements according to which the organ of certification must confirm (or not to confirm). Accordingly spheres of schemes action of voluntarily certification are wider than the spheres of obligatory certification.

Moreover, lately the voluntarily certification of the quality systems of enterprises acquires greater development in world practice. They need this to confirm the accordance of their quality systems to the standards of International organization in standardization (ISO) of the series 9000 that allows the producers to be more confident at their products quality.

It is necessary to distinguish the quality certificate and the certificate of accordance.

Quality certificate is confirmation of products quality by first side (by the products producer) or on its behalf by extraneous organizations (by laboratories or organs).

Certification of the systems of quality management (certification of ISO 9001) is an estimation of enterprise accordance (not products!) to the requirements of international standards of ISO. In such case the estimation of all processes of enterprise is conducted: starting from planning, projection, purchase of raw materials and finishing with the acceptance of the final goods and their realization to the consumer.

Another document which confirms products quality is a hygienic conclusion. It is a document which contains hygienically meaningful indexes that are typical for products, preservatives, materials and wares made of them that contact with food products, perfume-cosmetic, textile, sewing and knitting materials which contain chemical fibres, some types of products of engineer and range of industrial products types.

A hygienic conclusion confirms permission of organs and establishments of Department of state sanitation supervision of Ministry of Health of Ukraine, production or import of products that answer the set requirements and officers by official confirmation of safety of products for the health of man at the observance of certain terms.

In the order of products certification which quality is to a great extent determined by hygienically meaningful indexes, a receipt of hygienic conclusion for it is foreseen.

Hygienic conclusions are issued by the organs of state sanitary epidemiology services of Ukraine at the concordance of normative documentation and manufacture of production or registration of contracts at the purchase of products from abroad.
